Additionally, better outreach to non-FOIA personnel so hiring managers can understand the importance of FOIA and the need to hire quality analysts; and others understand how best to handle records if a FOIA search is ever sent to them.FOIA is mandated, but not funded. As a result, the function lacks resources and training. Congress should appropriate funds for each Agency to fund FOIA. Then, resources and training won't be so scarce, and federal employees can receive FOIA training.Look at time frames and do something about the different timeframes for fee waivers, etc, and proprietary business information. All these delay actual FOIA processing.Better instructions for the public so they don't make unnecessary FOIA requests. Most of our records are open and we spend extra, unnecessary time having to respond to FOIA requests using specific language, etc. that we wouldn't need to do if people would just make normal records requests. At NARA we are "penalized" because other government agencies (like USCIS) do require people to file FOIA requests for certain types of records that we consider completely open..Agencies are required to generate 6 FOIA reports a year now: quarterly stats, yearly stats, and a Chief FOIA Officer report. Could the reporting be reduced by having the Chief FOIA Officer Report required only once every five years? As a micro agency, our responses for most questions are "not applicable" as we do not have the need or resources for technology improvements in our FOIA area as we receive less than 35 FOIAs a year. Quarterly and yearly stats are fine, but writing responses to essay questions on our tiny FOIA program takes hours and the usefulness of the report is unclear/unknown when most of our responses are either repetitive or simply "not applicable," given our lack of FOIAs. Even with the new "shorter" versions for the smaller agencies, the cut-off is under 1,000 FOIAs, which is HUGE compared to our average of less than 35 a year.
